David Mascort, the Minister for Climate Action, Food and Rural Agenda; Adam Tom\u00e0s, the Mayor of Amposta, and Francesc Santasusana, a member of Eurecat\u2019s Board of Trustees and Executive Committee, today opened the new Seed Building at the Climate Resilience Centre (CRC) in Amposta. It is a purpose-built structure and a leader in Catalonia with a sustainable and circular design which will house the activities run by the CRC to power the response to the climate emergency and the ecological transition in Catalonia, Spain and the Mediterranean anchored in research, technology and innovation.<\/p>\n

It is a two-storey, sensorised nearly zero-energy building (nZEB) based on intensive use of sustainable and recycled materials. It is designed as a demonstrator building or test bed for new full-scale building envelope technologies and is ideally positioned with one facade fully exposed to the wind and another to the sun.<\/p>\n

The new Seed Building has a sustainable architecture design using wooden frames and dry construction techniques which make it highly versatile and mean it can be dismantled and reused in the future. Moreover, the decking of its terrace is 50 percent made of recycled plant fibres from rice husks from the Ebro Delta with mineral reinforcement which generates a minimal ecological footprint and gives it a long lifecycle. Likewise, the building\u2019s interchangeable fa\u00e7ades allow architects to experiment with the behaviour of various materials and their interaction with users and the environment.<\/p>\n

\u201cWe are lucky to have this site furnishing the essential scientific and technological insight and expertise to move forward on this complex and vital journey in the battle against climate change which affects us in many aspects of our lives,\u201d said David Mascort, the Minister for Climate Action, Food and Rural Agenda. \u201cPlus doing it here, with all that means in terms of territory, innovation, sustainability in the Delta and Terres de l\u2019Ebre, underlines the ambition of the challenge which lies ahead of us.\u201d<\/p>\n

\u201dWe are proud to have the CRC in Amposta, a facility where we can research and innovate to address and adapt to the climate emergency the planet is experiencing,\u201d added Mayor of Amposta Adam Tom\u00e0s. \u201cAmposta is the only town in Terres de l\u2019Ebre to have signed up to the Catalonia 2030 Alliance, and the fact that research is being done here to make us more resilient to climate change and help towards sustainable development is fully aligned with what we want to be as a town.\u201d<\/p>\n

The new Seed Building \u201chas been designed on the basis of an iconic, innovative and efficient architecture which seeks to set an example of sustainability in line with the CRC\u2019s mission of putting forward and delivering climate resilience solutions,\u201d noted Carles Ib\u00e1\u00f1ez, the Climate Resilience Centre\u2019s scientific director and director of Eurecat\u2019s Climate Change Line.<\/p>\n

The opening means \u201cmore sustainable space for the operations of the CRC which has been running for two years with extremely significant projects working for society and businesses to adapt to and mitigate climate change,\u201d pointed out Xavier L\u00f3pez, Eurecat\u2019s Chief Operating and Corporate Officer. \u201cThey include the Ebro Bioterritory Living Lab, a flagship facility for entrepreneurship where new solutions can be presented harnessing co-creation, co-design and co-management with local socioeconomic stakeholders.\u201d<\/p>\n

\u201cThe Climate Resilience Centre is another case in point of Eurecat\u2019s philosophy and spirit of partnership with all business and public stakeholders to deliver an integrated response to the climate change challenges facing us as a country,\u201d he added. To this end, \u201cwe have brought together the finest talent and the unique capabilities of a range of actors to generate knowledge and furnish solutions by tapping high-value and sustainable technology innovation.\u201d<\/p>\n

\u201cTerres de l\u2019Ebre is cementing its expertise in climate resilience with the CRC as the hub for the region and Catalonia as a whole,\u201d argued Juanjo Mart\u00edn, the CRC\u2019s coordinator and director of Eurecat\u2019s Corporate Development unit. \u201cWe expect this new building and its experimental capabilities will enable us to attract future Catalan, Spanish and European R&D and innovation projects while conducting more initiatives with local businesses and stakeholders.\u201d<\/p>\n

\u201cThe new Seed Building and Eurecat\u2019s commitment to Terres de l\u2019Ebre is a further example of the technology centre\u2019s customary engagement with the challenges and needs of Catalonia\u2019s regions by working for the prosperity and wellbeing of society,\u201d commented Francesc Santasusana. \u201cTerres de l\u2019Ebre is the region which is already hardest hit by the effects of climate change. Here we are building and generating value by furnishing solutions and we seek to be the climate resilience technology leader for the whole of Catalonia.\u201d<\/p>\n

Construction of the building cost \u20ac450,000. It has been funded by Eurecat with help from Amposta Town Council and also the European Commission as part of the European H2020 iClimaBuilt project targeting the development of innovative materials for insulation and energy storage in building envelopes with climate adaptation capabilities in which Eurecat\u2019s Sustainability Area and Product Innovation and Infrastructure units have taken part.<\/p>\n

Alongside Eurecat and Amposta Town Council, the Climate Resilience Centre\u2019s other partners are Rovira i Virgili University (URV), the Consortium for Environmental Policies of Terres de l\u2019Ebre (COPATE), the Centre for Ecological Research and Forestry Applications (CREAF, UAB), the Catalunya la Pedrera Foundation (FCLP), the Business and Climate Foundation (FEyC), the Ebro Observatory, SEO\/BirdLife, the International Centre for Coastal Resources Research (CIIRC, UPC) and the Cartographic and Geographical Institute of Catalonia (ICGC).<\/p>\n

Workshop to enhance resilience to climate change<\/strong><\/p>\n

The Climate Resilience Centre\u2019s Seed Building was opened as part of the 1st<\/sup> Climate Resilience Centre Workshop held on 26-27 October at the CRC\u2019s new headquarters. On the workshop\u2019s first day, CRC members unpacked the centre\u2019s new R&D and innovation strategy, while on the second they met up with businesses, government officials and other knowledge, technology and innovation stakeholders to explore and share experiences to enhance their resilience to climate change.<\/p>\n

\u201cThe Climate Resilience Centre has been working for two years on developing robust and innovative multi-technology solutions for adaptation and mitigation anchored in solutions based on nature, water technologies, earth, soil and sediment observation, artificial intelligence and big data, applied robotics, the circular economy, energy efficiency and other tools,\u201d said Carles Ib\u00e1\u00f1ez.<\/p>\n

Over this time, the CRC has taken part in major consortium projects. They include the Bioresilmed project promoting the bioeconomy in the Delta and the CO2<\/sub> emission offsetting schemes approach; the Ebro Bioterritory PECT for co-design of a green infrastructure plan and ecotourism uses of the Ebro Delta, and IMPETUS, an international collaborative project for developing, validating and rolling out climate change adaptation actions.<\/p>\n

\u201cWe seek to ensure that the results, knowhow and technology of the numerous projects we are engaged in are transferred to businesses and society so they can take them on board as tools to stand out and generate new business models and practices which unlock climate resilience and the wellbeing of society,\u201d added Carles Ib\u00e1\u00f1ez.<\/p>\n

An example of this applicability is the Climate Resilience Roadmap, a specialised method drawn up by the CRC to enable enterprises and their value chain from supplier to customer to enhance their resilience to the expected impact of climate change on their operations.<\/p>\n

The purpose is to mitigate climate change and enable adaptation in terms of drought, water scarcity and rising sea levels along with other effects including wildfire intensity, new diseases and infections, extreme weather events, loss of biodiversity and heat waves.<\/p>\n

Strategic goals<\/strong><\/p>\n

The Climate Resilience Centre delivers applied research, methodological tools and innovative technologies to fast-track solutions for shifting towards sustainable development across regions, businesses, people and tiers of government. It also seeks to support rolling out shared strategies for climate change adaptation and mitigation, economic transformation and international agendas.<\/p>\n

Other core goals include unlocking opportunities to address climate change and identifying, sponsoring and delivering high-impact research and innovation powerhouse projects. It also strives to set the standard in knowledge and technology transfer to businesses, government and society in general.<\/p>\n

Adaptation to the effects of climate change: a European priority<\/strong><\/p>\n

Climate change and United Nations experts say that this decade is critical to prevent the impact of climate change from seriously and irreversibly harming the economy, territories and people\u2019s health.<\/p>\n

Against this backdrop, Europe has adopted exceptionally far-reaching strategies to enhance the resilience of its regions through mitigation measures and by building up capabilities for urgent adaptation to future scenarios. On top of the commitments made in the Paris agreement and the 2030 Agenda there is also the Green Deal and more recently the EU climate change adaptation strategy which sets out the groundwork for a green transition while getting ready to address the unavoidable effects.<\/p>\n

Catalonia kicked off the Catalan Climate Change Adaptation Strategy (ESCACC) in 2012 to become more resilient and less vulnerable to the impacts of climate change. The ESCACC pinpoints knowledge generation and transfer coupled with increasing adaptive capacity as two essential components.
